Not for a container that's simply set on your driveway, curb lane or an existing paved area — that's a surface placement, not excavation. New York 811, the call-before-you-dig center covering all five boroughs including Queens (dial 811 or visit newyork-811.com), is what matters if the same project involves digging — a fence post, a footing, a drain line — anywhere near the drop spot.
